You can visit the Emperor's Old Hideout in act 3 of Baldr's Gate 3. There you meet a bunch of Githyanki warriors, lead by Ch'r'ai Har'rak. Vlaakith sent them to investigate the Emperror. In my case combat was not avoidable, so I had to fight her and the other warriors. It is recommended to quickly kill the gate masters, otherwise more enemies will come and attack.
